After going through Hurricane Katrina, I think I have a little PTSD when I hear of incidents like this. I moved to Seattle after being forced to relocate after the hurricane, and my first apartment was a basement apt. near the top of a hill, so I thought I’d be okay.
But, one day we had torrential rain (rare for Seattle), and water began pouring in through the floorboards and light fixtures. It was a nightmare, but nowhere near as bad as what your neighbors just experienced. I feel bad for them but grateful you guys escaped.

Breach of contract ?????
Maybe.
Maybe not.
Depends on the DETAILS of the ENTIRE contract.
You definitely should see a lawyer before signing a contract and also if you have questions about what to do if they did not meet their obligations under it
