I was wondering if you have anything positive or negative to say about those sites that ask writers to submit articles for resale. The sites then post them and let other companies buy the articles for publication.

We never recommend these types of services. Authors essentially give up all rights, pay some money (in membership fees), and often earn little or nothing back. Editors aren’t shopping online for articles (especially not from article mills like this) because their slush piles are already far to deep.

Nobody wants used goods that may already be widely available online anyway.
