About kill fees, some publications don’t offer them. What happens to my article if they decide to kill it. Do I get it back, whether they are paying a kill fee or not? Can I publish it somewhere else?

If a publication does not accept (rejects) your article, whethey they offer a kill-fee or not, yes, you still own all rights and can do with the article what you want.
