Two years ago, I sold a short story to an anthology available only as an e-book. The first year, I received a nice check, but this year my royalties are next to nothing. I would like to self-publish the story in a book of my own work, but according to the contract I cannot until the book is no longer in print or in the event of the publisher’s insolvency.
If I do not receive any royalties for my story next year, would the book be considered no longer in print? In other words, if an electronic book is still available on Amazon, is it considered in print, even if it’s not selling?

A book is no longer in print only after the publisher designates it as so. It has nothing to do with sales. Many books have few to no sales but they’re still available for years in the event somebody wants to order a copy.
Many traditional publishers have stacks of books in warehouses and they have the right to attempt to keep selling those.
In your case, I would contact the publisher, and ask if you can republish the short story. Offer to credit them with first publication. They may very well say yes.
